Beautiful winter scenery? Absolutely.
But let’s be honest—
👉 it’s also one of the scariest places to visit in winter.

Why?
Parking hell + strict enforcement.
That’s the whole story.

What Is 1100 Highland?
1100 Highland is a mountain road connecting Jeju City and Seogwipo.
The biggest reason it’s so popular?
✔️ You can see snow-covered landscapes
✔️ without hiking
✔️ just by driving up
In other words, it’s a drive-up winter wonderland.
Because it’s a high-altitude area where snow melts slowly,
people expect winter scenery all season long—
which naturally leads to massive crowds on snowy days.

The Parking Reality (Brace Yourself)
Yes, there is a rest area parking lot at 1100 Highland.
But in reality 👇
- Parking spaces are extremely limited
- Far fewer spots than visitors
- Most cars end up stopping on the roadside
And that’s where all the problems begin.


Strict Illegal Parking Enforcement 🚨
Jeju City has recently stepped up enforcement in this area.
What you’ll actually see on-site:
- Sirens blasting with loudspeaker announcements: “Move your car immediately”
- Local police on standby
- One empty space opens → only one car allowed, then instantly blocked
- Roadside parking → tickets mailed later (many real cases)
You’ll literally see rows of ticketed cars.
No exaggeration.



My Situation (Passing By, Not Visiting)
I didn’t even stop at 1100 Highland that day.
I was coming down from Eoseungsaengak
(after a snow hike without Hallasan reservation),
and the situation was already chaos.
People arguing with police, shouting
“Where are we supposed to park?!”
From a tourist’s point of view—
👉 it’s a no-solution structure.
But… Enforcement Is Still Necessary
As frustrating as it is,
you can’t just park anywhere.
If roadside parking were allowed:
- Both sides of the road would fill instantly
- Traffic flow would collapse
- Snowy road + stopped cars = serious safety risk
So yes—
traffic control is necessary.
Still, enforcing rules without providing alternatives?
That part honestly feels disappointing.

So… How Should You Visit 1100 Highland?
🚍 Public Transportation Is the Best Answer Right Now
This is the most realistic option.
✔️ Hallasan Snow Bus currently operating
✔️ Runs until March 2
✔️ Safer than driving on snowy roads

Jeju Bus Terminal → Halla Hospital → Eorimok → 1100 Highland → Yeongsil

Seogwipo Bus Terminal → Yeongsil → 1100 Highland → Eorimok
⏱️ Headways: 10–30 minutes, fairly frequent.
👉 Given the current situation,
parking your car and taking the bus is the smartest move.

If I traveled all the way to Jeju,
I might still risk a parking ticket just to see the snow 😂
But officially speaking—
I can’t recommend that.

“a place you casually stop by when it snows.”
